well, there are these 'wraps' that you can get and soak in cold water and put them around your neck.. the purpose of it being around your neck is so that the cool from the wrap will cool the blood that is close to the surface and therefore your blood acts much like anitfreeze in a car at this point by circulating through your body and cooling you... i used such wraps during my deployment to iraq and they work rather well... I am even purchasing some new ones for my upcoming tour to afghanistan...

Wear light loose clothing. but you probably know that already. When I was in the middle east the temperature would reach 54 some afternoons. The Arabs drink warm tea inside and cold water outside. They also stop work when they don't have air conditioning, from 11-30 till 3-30, then work in the evening.
The warm tea makes you sweat and when you sweat you cool down. It works, I tried it.
The air is very dry there, but I worked in China and Korea also where it was very humid and it worked even better there. After all we Brits got the idea of drinking tea from the Chinese who called it tcha.
In North England where I live we still call it cha.

Sometimes drinking cold water helps, maybe visualizing yourself in the cold Alaskan weather or Antarctica...mind over matter. Good luck. Um, to the answerer talking about being nude, it's a library, you know? LOL...it's ok. + + +
